Dubai Courts have signed a memorandum of understanding with the Supreme Legislation Committee in Dubai, with the aim of enhancing cooperation and integration in the field of legislative structure development, achieving justice and transparency in the judicial system, supporting the legal framework in Dubai, improving legal and institutional performance, and enhancing efficiency and rapid response to legal challenges.
The agreement was signed by His Excellency Prof. Dr. Saif Ghanem Al Suwaidi, Director-General of Dubai Courts, and His Excellency Ahmed bin Masar, Secretary-General of the Supreme Legislation Committee. The signing was witnessed by His Excellency Judge Omar Atiq Al Marri, Deputy Director of Dubai Courts, His Excellency Judge Khaled Al Hosani, President of the Courts of First Instance, His Excellency Judge Mohammed Al Shamsi, President of the Inheritance Court, and His Excellency Judge Omar Mohammed Miran, Head of the Technical Office of the Court of Cassation. Also present were Mr. Abdul Rahim Ahli, Executive Director of the Institutional Support and Communication Sector, Mr. Mohammed Al Obaidli, Executive Director of the Case Management Sector, and Mr. Ibrahim Al Hosani, Executive Director of the Notary Public and Settlement and Execution Sector.
From the Supreme Legislation Committee, the signing of the agreement was attended by Mr. Mohammed Juma Al Suwaidi, Assistant Secretary-General, and Dr. Saud Obaid Al Mansouri, Director of the Fatwa and Legal Opinion Department. Also present were Mr. Issa Ahmed Abdullah, Director of the Legislation Department, Mr. Faisal Ahmed Al Zafeen, Director of the Legislative Education Department, Ms. Bashayer Mohammed Al Obaidli, Senior Legal Counsel, and Ms. Esraa Tariq Al Mutaawa, Senior Legal Counsel.
The memorandum aims to actively support, enhance, and solidify the existing strategic partnership between the two parties. It ensures the advancement and continuous development of these relationships, establishes the pillars of mutual cooperation, and follows all means that guarantee the elevation of legal, institutional, and research performance. It also achieves integration in their partnership relations.
His Excellency prof. Saif Ghanem Al Suwaidi, Director-General of Dubai Courts affirmed that the signing of the memorandum of understanding with the Supreme Legislation Committee in the Emirate of Dubai reflects our joint commitment to enhancing justice and transparency in our judicial system. He pointed out that this joint action is aimed at developing the legislative structure in the Emirate of Dubai and achieving substantive justice, which will contribute to strengthening our judicial capabilities and improving the legislative system in the United Arab Emirates. His Excellency further said that the courts will work to achieve common goals and enhance integration with the Supreme Legislation Committee, so that this cooperation has a positive impact on the community and the judicial sector in the Emirate, achieving tangible results through this strategic partnership.
The two parties have reached an agreement that supports the enhancement of their cooperation through a research program proposed by the Supreme Legislation Committee. This is aimed at maximizing the benefits of judicial efforts in developing the legislative system in the country and the Emirate of Dubai.
Ahmed bin Masar, Secretary-General of the Supreme Legislation Committee in Dubai, expressed his pleasure at signing a memorandum of understanding with the Dubai Courts, and moving forward in bolstering bilateral cooperation that has a positive impact on the legislative and judicial systems in Dubai in particular and the United Arab Emirates in general. He pointed out that this step embodies the mutual keenness to establish the pillars of a partnership that leads to the enhancement of legal performance, enriching judicial knowledge, and propelling legislative advancement. Bin Masar clarified that the Supreme Legislation Committee attaches great importance to developing its cooperation and expanding its strategic partnerships with relevant entities, believing in the importance of concerted efforts to achieve the committee’s vision of crafting legislations that keep pace with the times and simulate the future, in support of the ambitious developmental journey of Dubai.
The commitments of both parties include the exchange of proposals, legal and technical studies, research, legal and legislative information, and the implementation of a research cooperation program in accordance with the agreed mechanisms and controls.
The memorandum also includes other areas of cooperation aimed at developing judicial work in Dubai. Among these areas are the development of the legislative process, legislative and legal education, which includes the exchange of notes and information on legislative projects, providing newly issued legislations, legal research, and participation in seminars, conferences, and workshops. The collaborative effort also includes the advancement of institutional work, training, and the exchange of legal expertise and knowledge.
The memorandum also stipulates the appointment of a coordinator to serve as a point of contact for both parties, who will be responsible for following up on the exchanged documents and correspondences, and effectively implementing the terms of the memorandum.
