The Ministry of Hajj and Umrah seeks to facilitate the performance of Hajj, `Umrah, and the visit of the Sacred Places for every Muslim, in a manner that involves serenity, tranquility, security, and safety, so giving him psychological comfort, and enabling him to perform his acts of worship easily. Also, it is keen on making the Hajj, `Umrah, or the visit a wonderful memory, letting the Guest of Allah form the best possible impressions and mental image about the Kingdom of Saudi Arabia. This is in addition to improving these impressions by providing him with the best services upon his arrival and removing the troubles that could be experienced by the pilgrim in his Hajj trip upon his departure, so that he returns to his country holding the best memories about the Kingdom of Saudi Arabia and his Hajj trip. There are many and various duties carried out by the Ministry, starting from the time the pilgrim or Mu`tamir intends to perform the rituals until he departs to his homeland. These duties are supervisory, regulatory, and monitorial; and the Council of Ministers Resolution no. 179, dated 26/6/1429 A.H. specified the duties relevant to Hajj. Also, there are similar duties relevant to `Umrah specified by the regulation of the services provided to the Mu`tamirs issued by virtue of the Council of Ministers Resolution no. 93, dated 10/6/1420 A.H.
